Normal Throttle Body Movement? (video)

As most of you know, when you first turn the ignition off, the throttle body valve moves once. My question is: Is it supposed to move more than this? Also, as you can see, the valve is never fully perpendicular or parallel to the air pathway when closed or open respectively (it looks like it's not closing and opening all the way). But, I've seen a few TB pictures, and I THINK all of them are like this. Is that correct?

If anyone has checked their TB Valve range of motion after turning the ignition off, let me know if it looks the same. Or if you're feeling particularly bored/generous, maybe you could go disconnect your intake and check for me? My theory is that maybe during this "test of function" while switching off the ignition, the valve doesn't open all the way, but maybe it WOULD under full throttle while driving.
Any help (particularly observations of your own TB after shutting off the ignition) would be appreciated. Thank you.
