Rust spots...
I just used the paint pen. Works good enough, I guess. My entire front half of the car is shot from large rocks. I have literally hundreds of chips and dings. I used the pen on the biggest stuff and you can't see them unless you're really close.
If i were to go down the route of doing full sanding, priming and painting, would i have to do the whole hood, even though its like 1/5th of the hood with the dings, or i can do just that one section?
get it done right, then put a bra on it and forget about it, if you lived closer id fix it for ya
That seems the least of your worries. Look at the rust showing through the lower grille in your photo.
The radiator sits on a support beam that is notorious for rusting through on our cars. You need to look at that before you bother about rusty paint chips on the hood.

Yeah, that part is being taken care of myself, its not so bad, just a small layer. Planning to sand any areas with rust or even showing any signs of rust, prime the whole bar and then spray paint it back, and prime it again. Any suggestions or alternatives?

Use POR 15 on it. Stuff works great

When I used it they just had the por 15. I used a metal brush and removed all the loose rust then I cleaned it with mineral spirts then painted over all the rust with the por 15. we did the floorboards of my buddies old 84 chevy truck this was 6 years ago and still no rust.
Its great fro things like floorboards core supports etc anything that doesn't need an exterior smooth paint job.

Going to order the stuff, sand the rust layers off, and paint them over with this. I also have other rust spots under the car that need to be taken care of, might as well get it done.
