have you tested wiring ? test wiring from switch to light bulb , you'll need the wring diagram

sounds like its a wiring issue, critters can get in there and chew up wires

To clear this up, the RIGHT headlight High beam works?
But the LOW beam doesn't?

You said you changed bulbs out correct? Did you swap them left/right? (this will tell you for sure that you're testing with a GOOD bulb, because you are using the LEFT headlight bulb, that was just working)

If it doesnt work, then you absolutely have a wiring issue, could be a few things, but most common is a corroded harness (what plugs into the headlight).

Do you have a test light or DMM?

If both the high & low beam doesn't work, you could also try swapping the Head Lamp 1 and Head Lamp 2 relays (by the power steering oil reservour) and see if that changes things.

Also, each headlight has its own fuse, numbers 68 and 69, 15amp, (under the hood by the battery). I forget which is left and right.
