Accessing the inner quarter panel

I received a good ding just aft of the rear door on the driver's side (see pic for location-yes, the car is filthy with salt, and I need a good compounding), and I'm wondering if anyone knows if the quarter panel at that point is accessible from the inside. I'd rather tap it out from the inside than do a repair with filler and try and match the paint. Thanks
