Extracting Trouble Codes

Does anyone know how to extract the trouble codes without the tool??
I can't remember how I got the service engine light to blink last time.

there is no way on the 5th gen to do so without a scan tool

that was probably for the 4th gen... they had the blinking LED

How is this possible for a (4th gen?) 1998 gle? (to get a code with the service engine light on)
