Failed Inspection

Ok so I went to get my yearly inspection and I did not pass because of a couple systems not being ready and my parking lights.
He failed me because my turn signals (pictured below) do not function as parking lights.

Just in case it was me that was stupid, and the turn signals really did function as parking lights, I checked my bulbs and both are fine and work.
Im confused but if it comes down to the bone is there anyway to wire those to work with the headlights as parking lights?
And has anyone had this problem before.

The white lens is parking light and the amber one is blinker. You do not need to have the blinker on all the time. This guy is either stupid and is trying to come up with something to "fix" on your car, so that he can charge you money.

The Amber portion ONLY SIGNALS. It should never be on any other time.

The marker light is above it, as mentioned.

lol im sorry but that is really funny. Go back and ask for the manager, no way am I going to pay twice because the guy doesnt know how a turn signal works

I didnt have to pay....thank god

Another question....the o2 sensor how can I solve that?
Non Foulers or o2 Sims?

Tell you what - how about helping us so we can help you. Take your car to the local auto parts house and ask them to read the check engine codes. Then come back and tell us what those codes are.
