VIAS speed control actuator question

I saw an older thread where the poster noticed that the actuator has worn a groove into the little bar that sticks out to stop the VIAS in te open position... Well his VIAS was getting stuck open as it was rusted and he tied a wire to keep it from getting wedged into the groove. Mine also has this groove and would occaisonally get stuck open if I turned the lever into the open position. I filed the rust off and applied some grease as a temp fix... But my question is: is that groove actually supposed to be there?

I didn't notice this on my VIAS assembly. I didn't look that closely though as I was just ripping it out to replace with the NWP BOP. It should still be on my garage shelf, I may have a look later.
