Speed Govenor Question

Guys, I have a 2000 SE Cali Spec Max that won't go past 114. Does this seem correct being that it's an SE model? I thought the SE's were governed at around 143. Does being Cali spec model have anything to do with the speed governor? Thanks for your help!

I had the same car I took mine to 120 and it stopped there

Throw it on a dyno and verify. That's what Aaron92SE found too. Not sure what his ECU was from, though it was an 02-03.
