How far are the cables moving? It is a common issue on the 5/5.5 gens that the ebrake cables seize up. Typically people report that the ebrake a wont fully release and pads wear quickly. Yours seems to be the opposite issue.

I bought new rear calipers (thought that was originally my issue - was cable) but, I found that one of them had a faulty e-brake mechanism. It would rotate, but never engage the cylinder. That would be the final necessary test, IMHO. Jack up one or both side tires. Pull ebrake and see if calipers engaging at all. If not, remove calipers and ebrake line, not the brake fluid line. Rotate the ebrake mechanism by hand. If there continues to be little to no movement and/or it rotates extremely easily...then the mechanism is faulty.

I never thought to check my ebrack mechanism before installing either. You better bet I did on the replacement they gave me!!
