Steering and cold weather

So it's been getting cold over night lately and I have started to notice how it is affects my steering. It's been harder to turn the wheel and at the first start of the day I've noticed when I cut the wheel all the way in either direction I can feel the wheel being choppy(best way to describe the feeling), but this part only happens at the beggining of the day and that's it. What does this mean?

Same here, need to either replace or tighten the PS belt.

95-08 are nearly identical replacement procedures.
