Torch it and it will come right off. Get it hotter (the paint isn't even damaged lol).
WD40 isn't a lube. Get some real penetrating oil, too. I like deep creep, but if you can find some kroil...
Or just replace the inner, too (beat back the tabs, you don't need a tool).

Which way did you turn it on the other side? Ever hear the saying righty tighty lefty loosy? Like previously stated you need to heat it right up good till it starts to glow even. Then get the wrench on it before it has time to cool and be careful not to burn yourself. It may also help if you have a piece of pipe to put over the handle on the wrench to help give you some leverage. Hope you didn't damage the threads on the inner tie rod when trying to cut it. They can be stubborn to get off when seized but im sure you'll eventually get it. Goodluck!

Hey there i actually had the same problem the other week changing both of the original tie rod ends on my car. I actually had my brother help me too. So maybe try getting someone to help you. I put a torch on it too until it was really hot then used this stuff called FreezeOff and sprayed it on there. I also put a vice grip on the inner tie rod to hold it firm in place. Thats where my brother came in handy.
While he held the vice grip on the inner tie rod i used all my strength to twist the outter end off. It took more then 1 try so keep heating and spraying it with freezeoff or some kind of good penetrating oil. Not wd40 hehe. Them suckas are really on there. I didnt think it would budge but keep trying. That was my experience. Good Luck!

I think someone should start a thread about the actual use of WD40 and other chemicals... WD40 IS NOT SOMETHING YOU CAN USE TO TAKE A STUCK BOLT OUT!!!
Anyhow, heat is your best friend... also make sure you have a very good open end wrench which can actually grab the bolt and twist it and not strip it. Also make sure you know the simple rules about threads... lefty loosey righty tighty. From what I can see your parts look new, not rusty... I removed mine completely cover with rust and not even able to see the threads on the inner tie rod in less than 3 mins... soaked it with PB Blaster, used a high quality open end wrench and done...

You can also try wax to break the rust. Heat the hell out of one side and apply candle wax to the other. It will suck the wax into the threads. Let cool a bit and it should break free.
Otherwise PB Blaster is a great. I used a bottle on some seized coilovers that finally came lose.
