"Whisking" noise while driving

Ok Guys, I have officially exhausted all my thoughts on what this problem can be.

I've had this issue since last year coming from what seems to be the passenger front side, the sound is very similar to a paper clip scraping the rotor and only happens when moving (gets quieter upon applying brake but doesnt stop completely) does not stop on any turns.

Here is what I have done thus far to address the issue

Passenger Side:
Brand new brake pads/rotors
Brand new hub assembly, ball joint & axle

Driver Side:
Brand new inner tie rod (driver side)

Checked:
For bent dust shield

IDK what can be causing this noise at this point but its driving me CRAZY! please help!

Check you engine mounts. The one on the passenger side first. My passenger-side mount was lisping (and clunking before) I replaced it. Took me a long time to diagnose ......

Will have engine mounts checked out. Would this be affected by movement though? As I only hear the noise when the car is moving

How about the brake backing plate, is it maybe rubbing just barely against the wheel?

That, or... pop the wheel off and check the brake pads. Once time I had a brake pad shim work its way free a month or so after it was installed, and it would rub ever so gently against the rotor hub.

Checked the plate. doesnt seem to rub.

UPDATE: I jacked the front right side tire up only, put the car in reverse to let the wheel spin. The noise is definitely on that side, on that tire.

One thing I am noticing though is the sound isnt constant, when i first drive the car the noise isnt there, i can turn, accelerate, stop etc no sound, about 10 mins later, the whisking noise starts again. The noise wont stop/start again until I am driving again (same process)

take the tire off and spin it again without the tire,,if it happens it s a defective new hub bearing,,make sure u put the lug nuts on the hub so the rotor won t rattle

Sounds good. Will try in the AM. I would hate the hub bearing to be defective, I went with the suggestions on the board going with the Timken brand.

gotta make sure you don't over tighten axle nuts, it can cause premature wheel bearing wear.
