Some models had it some didn't. My 97 SE with cloth interior didn't have it but my friends with leather did. I noticed the same in the 5th Gens too, but the good news is that the wiring is there for it. If I remember correctly, you have to add a fuse and change out the washer fluid bottle to one that has the third prong to activate the switch.

I know mine doesn't but I see a wiring harness for it it's zipped tied to the body right next to the washer container. Or is it for heated?
