Do I really have to take bumper off?

For the sensor, I just need to cut carefully, put sensor in, seal with silicon and connect to harness already in the car?

probably do have to remove the bumper to get the whole tank out, if your sensor is only not working and not leaking i wouldnt even bother replacing it

Yah it's leaking... Probably too low and scraped something

So I need to pull off the side markers, pull off bumper, raise front end of the car THEN I get access or do I need to remove wheels too?
