you can use your heater but you can not use your a/c because radiator fan is necessary especially the secondary fan kick on whenever A/C is in use otherwise it not going to work also it will overheat, so therefore risk engine damage if it overheat, so that what a radiator fan is there for a reason, to cool the heat from the radiator before it goes back into the engine.

FanaticMadMax is right about the a/c needs the radiator fans.

Mounted in front of the radiator is the a/c condenser coil. As the a/c compressor compresses the R134A refrigerant, it becomes very hot. The refrigerant then goes to the condenser coil to loose heat. If it doesn't, you won't get any cooling in the car.

Are both radiator fans not working? With summer coming, you are going to have overheating problems.

I suggest you replace the fans asap. better to spend $100 then $1000+ on a new engine.

you can buy the fans here: http://amzn.to/1nzXKzi

you can use this video as a reference to replace the fans although I don't think it's required to remove the whole radiator. simply undo the 2 bolts atthe top and remove the old fans and pop the new ones in.
