01 Maxima clunking noise

Every time I go over a bump or drive on an uneven road I hear a clunking noise, I also hear it when i tap the breaks when slowing down. It sounds louder when it rains. I tried changing my outter tie rod, control arms, and also had both struts in the front changed

It could also be the strut bearings.

Check if there is a chicken stuck in your suspension. Chickens cluck louder in the rain.

No I didn't change the sway bar links but I checked the bushings looked good on both sides

The only thing I would add (to sway bar links and strut bearings) is the passenger side engine mount, and to a lesser degree the driver side (transmission) mount. The driver side mount is a common problem on our cars . If it's still the original mount, I suggest replacing it - it's not expensive.

The liitle boots/bushings on the swaybar links may look good but they could still be loose/rotate easily with no resistance where it bolts up to the swaybar and the only way to tell is if you take em off and check. You've had other suspension work done and the links were probably taken off and bolted back up in the process of removing the struts etc. generally when you take em on and off there will be play afterward for what they're worth it's probably just better off to swap em out when doing the suspension work you had done.
