That looks like the horn.

To test it, open the hood and put your left ear right next to it. Have a friend, get inside and press down on the Center of the steering wheel for 10 secs.

Let us know what happens?

That's the actuator for the VIAC (variable air intake). It controls a flap inside the intake that restricts airflow at low RPMs and opens up at higher RPMs.
