Hello I noticed at times when driving with the window down going around roads that are winding at times i can hear a slight squeal almost like the brake sensors hitting the rotor but the pads on both sides are at 70% Any ideas?

 

Stuck caliper bodies. Check for freely sliding calipers. And if by "brake sensor" you mean low pad indicator tabs, check that there aren't any impinging hardware and that they were properly oriented when installed.

If the shield is in the perfect spot, it seems that there's just enough play when turning to make it rub harder and squeal.

This usually happens after women drive it, b/c they hit every goddamn thing on the road.

 

Dust shield that needs to be bent out more. It's quite common.
