ER Brake go Clunk

anyone else's emergency brake make a clunking sound when released in wet or cold weather? Usually happens a few moments after I release it or when I start moving (5-speed) Almost as if the er brake was sticking!

Every time it's wet this happens...heck, if I wash the car it happens. I've noticed that my rotors get a thin coat of surface rust very quickly. I think the noise happens because the pads have stuck to the rotor. When you release the hand brake, the pads don't let go until you start to move. Then they are ripped loose, causing the sound. It scared the heck out of me the first time...I thought I hit something. Anyway, I don't worry about it anymore.
