How about putting the bottom of the liscense plate on a spring hinge, and replacing the upper bolts with attachments for some small cable. have the holes go thru to the inside of the trunk to a motor that winds and unwinds the cord. flip the switch and it unwinds and the spring pulls the plate down, turn it back on and and winds back up into place. I really like the spring hinge idea with the exception of the motor. What if I could keep it on a spring loaded hinge and the top part was just clipped on. You run a switch to the clip and The clip just turns to the plate will be released. How would I make the switch..hmmmmmm

Sorry I don't have a suggestion on what to use as a cover or how to mount it (I think that is what you are looking for) but thought I would mention the remote trunk release in case you hadn't though about it and wanted to save the trouble of running a cable and a release.
Only downside is once activated it would need to be reset some other way (manually or with another remote cable).

I dunno but I ran through one of the photo ramps one day at over 125mph in my GTP and they still caught it.
I made it from one exit on the 407 to the next in less than 10 seconds... it was empty... I was young and cunning (and stupid).
My father opened the toll highway bill and went crazy on me too after he looked at the entry/exit time lol..
