It is an alert to let you know that you have been driving for X amount of time.
For example, this one is set to go off every two hours.
The timer starts the moment the car is started, is reoccurring, and is settable in increments of 30 minutes up to 6 hours max I think.

It could be for a number of things really, all up to the user.
I have mine set on every 30 minutes so I can check on myself to see if I am slowly falling asleep at the wheel or not.
Alternatively, one could use as crude way to keep track of time, or on long distances, have the timer go off when it is time to switch drivers or take a break.
You could even use it to keep track of long you have been listening to your VQ idling and purring...

There were folks on this site who used to laugh at heated steering wheels, but, due to the very poor circulation in my hands, without that option, I would not be able to drive my Maxima the cooler half of the year. And before anyone suggest gloves, gloves do no good whatsoever with my condition.
Nissan put a handle just inside the bottom of the trunk lid in the '09 Maxima for use in pulling the lid down for closing. Many folks did not even know it was there, and others laughed at it. So Nissan took it out in later year 7th gen models. Since my wife and I always have a large cooler in our trunk, and use that cooler almost every day, we use that handle an average of three or four times a day. But when we get our 8th gen 2015 Maxima, we will no longer have use of that very handy handle.
I have had options in cars in the past that I found useful, but, due to customer indifference, are no longer on the Maxima. I liked both the voice warnings such as 'low on fuel' and 'lights are on' (when exiting vehicle), etc, and the turn signal controlled turning lights we had on the 2nd generation Maxima. I even liked the buzzer I had on my 1966 Olds Delta 88, where I could set it to go off very softly if I reached a speed I had preset, with the buzzer getting louder as I exceeded that speed by a greater MPH.
I sometimes get questionaires from Nissan, probably as a result of suggestions I have made in the past (especially back when I drove Datsuns, a product of Nissan). Nissan does care about what the customer wants. Things that may seem like fancy bells and whistles to some folks can be very useful to other folks.
But I ramble, as we old codgers sometimes do.

I just got a 2013 max sv premium tech and asked the dealer where the handle was, he said they don't do it anymore. But I had test driven a 2013 sv sport tech and it had a handle in it. I love those handles without them I have to find a weird way to close it.
