v3 switchback vs v3 non switchback

ok I need some input from you guys. I really like the V3 turn signals switchbacks, but also like the regular v3 white non switchback. I wanted to know do the switchbacks come as drl? or have to be wired as drl? that question goes for the regular white v3. Any n all help is greatly appreciated.

is there any DIY instructions on that. As well I'm about to install some HID fog lights, wanted to kno what tools would I need to wire them so they can turn on with my park lights.
