Parts Left Off!!!

I recently had my alternator replaced (at 250K) and asked that they replace the belt at the same time. I noticed some squeal (when then car has been sitting over nite) that has been getting worse and taking longer to stop (really embarrassing at 5am as I leave for work...I feel I am waking the neighborhood!) I finally got a few minutes today to check it out (bearing, belt, alignment, tensioner, etc) and noticed that the belts/bearings are exposed. Alldata says to "remove the RH Cover" in the wheel well, to access the belts but I haven't been able to determine what the "real name" of this part or a part number so that I can order a replacement "cover."

Anyone know what the name of this cover is or a part number so I may order a replacement? I can't believe that there isn't something to protect the belts/pulleys from all the water in the wheel well!
