A feature or mod

I have the 2019 maxima SR Does anyone know if this is a mod or feature that makes the lights flash like this?

No it's not a modification it's the way the video camera pick up the lights it has that reflect look.

Not a mod. A video frame frequency is not the same to the frequency of the electrical light power. That’s why it flickers in the video.
