IACV Adapter Plate

I'm trying to fabricate the adapter plate for the 4th gen IACV to work on my 00VI install. On the back of the IACV there is a cup sized piece held in place by three screws. Was that piece left on and you had to machine out a piece of the aluminum plate to make it fit or was that piece removed?

Also, would removing it have any affect on the vacuum?

that little cover plate comes off.
