ground wire all metal flat

ground wire all metal flat

hello, i was wondering if anyone could tell me about this wire hanging under my car its attached to the chassis but the other end is tore from somewhere and i cant tell where its all metal and flat any ideas cause my left blinker also blinks really fast only the left one and the bulbs are all good and still work it just blinks fast any help would be greatly appreciated

Where on the car? Engine bay or middle of the car? The one in the middle of the car is a ground for the exhaust. IIRC it originally attaches to a flange at the rear of the main cat. I've felt no ill effects with it not connected.
