Let's start off with this: What have you tried?

Can you tell if this is dried mineral deposits or actual etched-in damage to the paint?

ok, rcracer -
how long have you had these hardwater stains?
You need to look in the detailing forum for waxing and take a look at what others have contributed to waxing and prep.
You sound like you need to prep. I would get a bottle of 3M rubbing compound and try it in an inconspicuous place. If that solves your problem, then keep on doing it and follow it up with a polish and wax.
