Rust Treatment/Protection

Whats happenin everyone. So the winter is winding down and im looking over my car once again to see what else this weather has done to my ride. I get to the right passenger side door, and on the lower side i notice to small rust spots. I wish i could grab a snapshot of them because they arent too big, but I am worried that they could get larger.

So i am wondering:
1: What should i use to get the rust outta there?
2: Once the rust is gone, im guessing its best if i use touch up paint to cover that area up, am i right?
3: So there anything i should apply on the car to protect it from future rusting.

thanks all.
