Chips or overspray on my bumper

Decide for yourself. They got worse when I tried to wax the buper because I guess some of the wax got into the little chips and I couldn't get them out. But at the same time, it feels smooth like maybe it's just overspray.

Does anyone know where these came from or how I can get them out? I was thinking of using Meguiar's scratch remover on it...

Whatever money I spend on my car, I want it to be functional. My next goal is a Y-pipe, so I can't afford to have my bumpers resprayed. Oh well, gotta live with that little eyesore, I guess.
