covering rust

I am new to doing any type of touching up to my car, but right near the rear right side wheel well a small rust spot is forming. This worries me greatly, and i'm wondering if there is any special procedure that helps preventing this from furthering.. otherwise i guess i'm just gonna touch it up. Sorry if this is commonly discussed in here. I searched a little and checked the "how to" but it was not there. Thanks guys.

If possible (as in it doesn't go all the way through) you'll want to remove it first before covering it. I've used a dremel to do this.
