Wet sand why? As part of the painting process?

Probably to minimize orange peel. I've done it but, alas, no pictures. Sorry.

Get out minor scratches for the most part? I know of some people that have done it, but what is your main question, how it looks, the process, or what?

That just looks like straight damage to the bumper...seems like a re-paint is the best option if you want it to look "perfect"

If it was paint from something else I'd suggest using a rubbing alcohol or paint thinning solution. But if it is damage to the bumper I'm almost sure a repaint is the only way. I had hit marks on the back of my pearl max that looked similar to that, here is what I did:

50/50 Paint Thinner/Water

Rubbed it on with a soft cloth
Dried it
Turtle Wax Rubbing Compound
Wash
Turtle Wax Polishing Compound
Wax

It got nearly all of the marks out like that, if you look very closely you can still see hairline cracks, but there is no dirt or paint inside or around them, so from 5+ feet away they are invisible...

Might be worth a try?

I haven't yet, but would very much like to, as I've got plenty of scratches and chips driving me bonkers. After stumbling upon this cat in another forum and reading his tutorial, I might give it a go sometime.

do you think a body shop will be able to pop that dent out quickly/cheaply? or am i going to have to replace the panel. its such a small dent i would think it would be easy to fix.
how much am i lookin at to have that popped?

Wet sanding will only help if the damage hasn't gone through the clear coat. If it's down to paint, you need a respray. And it isn't as effective on plastic, like the bumpers.

That dent could probably be pushed out if you get to the inside of the fender. Pull the fender liner.
