I can't get rid of it completely.

I sanded it off as much as I could.
What can I do now?

It's still far from perfect.

Try aluminum polish...or just get a new one? They aren't that expensive

yeah, I will get a new one if I can't clean this one.
I don't want to spend 10$ unless I really have to.

Keep on sanding the living daylights out of it and then paint it a gloss black. Or as !PrjctMax! suggests, just score a new one. I've got a $15 Autozone one with a clear plastic cover and it looks just dandy.

I dont even use one. Something else to rattle unless you use a backing.
