missing lots of paint on bumper...fix?

So my bumper has been like this ever since i got the car... Is this touch up paint worthy? I have zero experience with touch up paint. Also my paint is flaking off on the bottom part of my car. Should I just gently sand this off so it does not peel off? Otherwise i wash the car regularly and she looks perty Oh and my car got keyed too... How should i fix that?

what I did was purchased some factory nissan paint that comes in that pen and airbrushed some spots on my car. worked really nicely.
