Adding negative offset to rims

I'm posting this for a friend, he has 18" wheels that are 8.5" wide. He has 245 40 18s. The car is a 98 4th gen. Anyway Im not sure what the offset is but I venture to say they are around 30 MM. They stick out about 1" in the front and maybe about 1/4" in the rear. Surprisingly he does not have rubbing problems. So is there any way to get the wheels to tuck in besides new wheels? I am thinking perhaps machining the hat of the rotor, but that would only yield a few MM. ALternatively, maybe also machining down the mounting face of the rim, but Im not sure how much play that would have either, as it cannot go below the acorn shaped part of the lug holes. Any other suggestions?

No... at least not safely... I've heard of people shaving the rim but that is dangerous.

I have also heard of people shaving down the hub/rotor to fit in more. But I do not suggest this.

Removing material from the wheels/rotors/hub is a baaad idea.
