I Need Help

Hi, I own a 95 gxe. when i first bought the car, there seem to be watermarks on my car from the previouis owner. I thought this would easily be taken off if i washed the car. well, didn't work. I even tried waxing it. didn't come off.. did anyone have this problem before? if so, does anyone know how to get rid of these nasty waterstreaks that ruining my cars' looks. Please tell me
