does this still exist in Japan? and does Nissan offer that anymore? I read recently that some workers were kinda surprised/caught off guard that they were let go in the restructuring.

In general, that concept is dead in Japan. Once the economy went belly-up in the early to mid 90's, that was one of the first things to go.
