? about a vacuum line

? about a vacuum line
i have a line that comes out of my transmission, i donno if its a vacuum line or just a breather line, so i though id take a pic and put it up for some info, when im on the highway driving like 50 in 5th gear and step on the gas i can watch the tach revv up 3000rpm or so then come back down and im worred its the clutch, but could this cause that to happen if the line is a vacuum line?

if you dont mind me asking where did you get your 5sp conversion from?
