Some suggestions for people that want their own cool looking sig pic:
1) Get Photoshop - it's an extremely versatile program. And it can do a whole lot more than just make scanlines on pictures. It also comes with ImageReady which can be used to create simple animations, rollevers, etc.
2) Buy this book: Photoshop 7 for Windows & Macintosh: Visual QuickStart Guide (or the book that corresponds to whichever version Photoshop you get) - The Visual Quickstart guides are one of the best "beginner's book" there are in my opinion. Very easy to read and leads you through some of the basic functions you'll need for most of the editting work you'll do. (Edit: And considering how cheap Maxima owners are, this will make you glad also: it's under $20)
3) Search the internet - here are just a sample of some websites that teach you how to do various things:
http://www.graphics-world.com/tutorials/Photoshop/
http://rainworld.com/psworkshop/
http://www.thewebmachine.com/
Or if you want to be cheap and lazy, you can download actions that will do the work for you (you lazy bastids):

BTW, scan lines are not your friend sometimes..
I'm going to be hosting all the sigs I have created until the 1st of January.
In order to get it to show up, right click on the image and save it. Then upload it to cardomain. Then put the link of the image from cardomain into your sig.
Or you can just right click the image, properties, and then copy the link and put it in your sig.

Best Buy might or might not have it. The best thing though is to buy it online. Search for various places and see if you can't find it for cheaper than what Adobe's retail selling price is: $609
I have PhotoShop 7, but honestly, you don't need the latest version. I was using Photoshop 5.5 and 6 for a long while and it was perfectly fine.
You can also try Ebay. Once people get a hold of the latest version, people are willing to sell their old versions of Photoshop and you might be able to get a good deal. Like I said, there's no need to get the latest version so if you can find a good deal on a previous version, it would be a great buy. You could probably get Photoshop 6 on ebay for $300 and then get the upgrade from Adobe for $150 and you got Photoshop 7 for $450!
And even then, the Visual Quickstart guides are still the way to go with the old versions. Barnes & Nobles or any large chain bookstore should still have a couple of copies of the old Visual Quickstart books lying around.

The $20 is for the book.

There's a lot of new stuff in PS7 but I doubt the majority of the people just wanting to fool around with their own pictures will use them.
