Coolan Fans on a lot

I'm using a '97 Radiator with a 3.5 motor and no heat sheilds, my coolant fans seem to be running almost all the time... except for startup. Should I just upgrade the rad.?

Get an OBDII scanner to see if you can get a reading from the engine coolant tempterature sensor and monitor it.
