Rust Sport, need help

Hey guys, my parents have developed a rust spot on the driver side quater panel right over the wheel. My dad has some factory paint, but I have NO idea what I need to buy or need to do to fix this. Help?

First of all, this should really be in the Detailing thread. Post pics, then we will have an idea of how to help you. just saying "rust spot over the wheel well" doesn't really give much information. If its a very big spot I'd say let someone who knew what they were doing fix it, if its small, I'd just get one of those pencil sanders you can buy at wal mart, and get the rust off, then fill it in with the factory paint with a toothpick.... but it would have to be pretty small before I did anything.
