Y pipe difference for 95-98 vs 99-00

I just receieved the stillen 2 piece Y pipe, it looks like the 2nd piece is only used on 95-98 max's while the 99-00's don't use it. Do you think that having the 2nd piece offers any extra performance over not using it at all?
