Can't get my license plate off...

I have to get my rear license plate off in a month b/c my state is reissusing new license plates. But the problem is, the screw is seized to the bolt on the bumper by rust. I have soaked it in liquid wrench, from a few minutes to a few hours to a few days. Still stuck. My question is, does someone know what I should do? I'm thinking that I have to take the bumper cover off and get the bolt out with the seized screw but how do i get a new bolt back in? Anyone know what I'm talking about and have an answer, thanks.

I had the same problem a year or two ago. Couldn't get the bolt out, no matter what I tried. So I used a Dremel and cut off the bolt head. I made sure the replacement bolt was rust resistant steel.

So did you cut the screw head off, remove the nutfrom the back and just squeeze the nut back in?
