An undercarriage surprise -- surface rust?

Has anyone noticed surface rust on the bottom cross members of their chassis? When I was underneath my Maxima the other day inspecting the suspension, I definitely took notice. Is this normal for a 7 year old car? It spent about 3 salt-free years in benign Silicon Valley CA, and the last 3 years in the corrosive NY area. I would have expected only minor spot rust here and there.
Anyway, I'm thinking I should sand it down and paint with something like black Krylon primer. I'd hate for this to progress into extensive frame rust. Has anyone taken the time to do this on their Maxima?
