Safest way to determine top speed?

How did you guys get your top speeds?

Designated straights (ie old runways, private roads, etc (non street)
Straights (street)?

Jack up the front wheels?
(I know this doesnt give a 'true' top speed, but I see people do this, or use a dyno to estimate their 'performance top speed')

I'm yet to do any of these, and curious how people do it.

You don't have room on an airstrip to get there. It's not legal (nor smart or safe) to do it on public roads.

Find an oval race track and pay $3500 for a 1/2 day of testing time and go play. hope you don't spin out and hit a wall and kill yourself.
