is I thought unmarked cars were not legal in NYS. Is it legal in NYC?
Of course there are decent cops. The best bet is to minimize contact with them. I got into a hassle when some old lady hit my car with her cane. After I explained that to a NYC cop in the Village his tune changed real fast. Even elderly people should not hit people/property with their canes. Those devices cost the Medicare system a ton of money, not to mention the fact that I have to waste more time waiting at the apothecary waiting for my knee brace.

Funny thing...QSTF, the precinct close to my paren'ts house...they use to have a 1992 Integra as an unmarked car.
