I thought the VQ was developed for the german touring car, then when that was discontinued they tuned it down and made it an engine for street cars... this story seems to conflict. but I could be wrong I guess

Then in '98, the 3L VQ got a variable intake manifold and variable-backpressure muffler, good for a 32 hp to 37 hp increase

Um, they may have been referring to the actual in house engine developments. Perhaps by 1998, they had the design for the 5th gen's 222hp up and running. After all, that engine was first sold in June 1999. Makes sense they would have it designed and operating a year before.

The article said that the original specs for the VQ were first developed in 1990...four years before the first 4th gen was sold (June 1994). I would not be surprised if they had the 190hp version up and running well before June 1994.
