Where did you hear that from? From what I understand most cable modem users and dsl users have a static ip, which is one that does not change. You could, or course, use an ip spoofer to change what it looks like. Regular dial-up modems use dynamic ip's that almost consistanly change with every LONG ON and not every two mintues. Some on correct me if i am wrong, i'm sorta dumb.

static means doesn't change..
dynamic means changes every cycle...

u sho? i may have had the terminology mixed up...but yes...alot of "adsl" out there uses ip that changes every 2 minutes...
