OEM brake pads

Are Max OEM pads semi-metallic or organic? Basically, I just replaced my pads and turned my rotors. I put Bendix semi-mets on the front and Wearever organics on the rear. Seems like stopping power is not there and I'm wondering if I shouldn't have semi-mets all they way around.
