First you have to obviously cover the tires so no paint gets on them. Clean the rim surface VERY thoroughly. Start sanding the rim with a rough sand paper and work your way to a fairly soft one. Use dry/wet sandpaper. Again, clean the rim from the sanding. Its up to you but you can use a spray adhesive to make the spray paint stick more. Then apply your desired color in thin even coats. After you've gotten your desired color, let it dry. Apply a couple coats of clear coat and let them dry. done! Its best to do in the summer when its sunny outside.
