Oh, I just downloaded some version off Google. I forget what it's called (I'm not at my own computer). It was free, and better than my other programs so I got it. I knew PhotoShop ran really high prices, so I didn't wanna bother trying to scrounge up money for it at this point and time. $80 was just an estimate on how much PhotoShop probably is.

try more like $1600 for cs3 web premium package (includes other useful programs). $500 if an upgrade.

*edit* trials are free though. i went through an adobe photoshop cs3 trial and a jasc paint shop pro trial before i dug up an old photoshop 7.0 disc.

you can resize them in photobucket if you dont want to download something. Just upload the picture and then resize it there. That's what I did for my sig since I forgot to do it in photoshop.
